Oliver Dobbs was born on September 29, 1826 in Franklin County, Georgia.1 He was the son of John Dobbs and Sarah Jackson.1 He married Elmira Freeman on October 10, 1847 in Franklin County, Georgia.2

From 1861 to 1865, Oliver Dobbs served in 13th Regiment, Georgia Cavalry.3
